Ballroom dance help! please:)?

Hey! ok so i live in a pretty small town where ballroom dance classes are offered and i really really would like to take them but i have some problems…1) I have no dance partner 2) If i would have to dance with the instructor would that be weird? 3) How many hours a week would you recommend i take dance classes? (im thinking about private dance classes)….and 4) I have been dancing on and off since i was 3 so i know a little bit about dance but not really ballroom so i’m worried it might be too late to become good(im 16)…thanks:)
